2002 Plan for Lake Merced

At a series of regional community meetings the Recreation and Park Department revealed their Capital Plan for each of the Supervisorial Districts in the City.  Here's the Plan for Lake Merced:

Unfortunately, this 'plan' raises many more questions than it answers.  Note that there is no project description, no assignment of funds, no timetable for development; it's  pretty hard to call this a plan.

But here's some more questions:

1.  Do we really need another Master Plan?  We have about 50 pounds of plans now, none of which has been followed.  Not least of these is the Comprehensive Management Plan for Lake Merced, prepared in 1997 and completely ignored since.  By the way, what is 'construction funding' for a plan?

2.  What year is 'Year 1'?  Usually in planning circles the current year is 'Year 0.'  But apparently Year 1 was 2000 - 2001 fiscal year, already passed.  Does anyone know what was done on the projects that are now scheduled for last year?

3.  It will take 5 years to develop a Master Plan, but the Natural Areas Restoration will be completed in 3 years.  Does anyone really believe that?

4.  Again, what is intended in each of these activities?  Are we going to expand the Rod & Gun Club and close the Boathouse Restaurant, or vice-versa?
