Dear Messrs. Allen and Colen:
The San Francisco Public Utilities Commission, the City of Daly City and the local area golf courses (the “parties”) appreciate all the hard work that the Lake Merced Task Force, Water Subcommittee has undertaken in the preparation of the above-referenced report. The parties agree with the Recommendations, with the exception that the deadlines need to be revised to reflect the complexity of their implementation. Accordingly, the following revisions and comments are submitted.
Recommendation A:
Currently, there is no local supplier of tertiary treated recycled water. Both the City of San Francisco and the City of Daly City are in the planning phase for the development of recycled water programs in each of their jurisdictions. The timeline needs to be revised to consider the following:

- Environmental Review and Permitting
- Facilities Construction
- Market Conditions (Economics)
Implementation of this Recommendation requires agreement among the identified entities to amend multiple existing water contracts. The timeline needs to be revised to reflect the time required to negotiate a cooperative agreement, revise water contracts, and obtain approvals, as necessary.
Recommendation C:
Currently, there is no local supplier of tertiary treated recycled water. See comment to Recommendation A. Prior to implementation of this Recommendation, Recommendation A would need to be implemented. In additional, tertiary treated recycled water has not been fully approved by the RWQCB for injection into a potable aquifer. In southern California, limited approvals have been granted for saltwater intrusion protection; and the City of Livermore is developing a program for injection of tertiary treated recycled water into a non-potable aquifer used primary for irrigation.
Accordingly, the timeline needs to be revised to reflect that implementation of this Recommendation is dependent upon the implementation of Recommendation A. In addition, the environmental review and regulatory approval of this Recommendation will be extensive, as this project has no precedent.
Recommendation D:
The SFPUC does not have monitoring wells along Ocean Beach or the Bayshore. Accordingly, a minimum of three additional pairs of monitoring wells (for the shallow and deep aquifer) needs to be constructed along both Ocean Beach and the Bayshore to implement this Recommendation.
The timeline needs to be revised to consider the following:

The SFPUC conducts weekly water quality sampling at North and South Lake Merced; quarterly limnlogical surveying is conducted at North, South and East Lake Merced; and the inflow and outflow from three stormwater catch basin, equipped with stormwater treatment units (which discharge to Lake Merced), are monitored.
Recommendation F:
This is a policy matter for the SFPUC.
Major Findings:
The parties do not agree with the Major Findings for the following three reasons: (1) insufficient data exists to support the findings; (2) various interpretations of existing and on-going work do not agree with its conclusions; and (3) since 1995 on-going investigations of the relationship between Lake Merced and the Westside Groundwater Basin do not corroborate its supporting evidence. However, the parties agree with the need for an integrated water resource program that governs surface water, stormwater, groundwater and recycled water use in the Westside Basin. In addition, based upon a decision of the Lake Merced Task Force Steering Committee, the full task force will only vote on the Recommendations from the committees and not on the report in its entirety.
The SFPUC, the City of Daly, and the golf courses are committed to working with the Lake Merced Task Force to develop a long-term, sustainable program for the stewardship of the lake.
