Editor -- Kudos on a fine column by Tom Stienstra (July 7). The only thing wrong is that he is entirely too polite. It is a disgrace that our San Francisco PUC sat on its hands or hams for 20 years and let Lake Merced die. The lawsuit by California Trout finally forced action. Why didn't our PUC file this lawsuit, many, many years ago?
